Russia accuses Ukraine of causing ‘chaos’ in global food markets

Russian Foreign Ministry spokeswoman Maria Zakharova claimed that Ukraine was causing “chaos” in global food markets by attacking vessels carrying agricultural products. Moscow argues that Ukrainian attacks pose risks to global food supplies. The statement came after Ukrainian strikes on Novorossiysk, where major grain terminals suspended operations.

Ukraine’s Center for Strategic Communications called the claims manipulative, noting that Russia itself has systematically attacked Ukrainian ports, grain infrastructure and civilian shipping. In particular, Russian forces attacked the port of Izmail on August 13, damaging infrastructure along one of Ukraine’s key agricultural export routes.

The Center also recalled that the UN had previously warned of serious risks to global food security resulting from Russia’s blockade of Ukrainian ports. The Black Sea Grain Initiative was launched in 2022 to facilitate Ukrainian food exports.

Shipping disruptions have already had a major impact on Ukrainian exports. In the first half of August 2026, Ukraine’s grain exports fell by 75% year-on-year amid Russian attacks on ports and shipping. Restrictions on maritime routes are forcing exporters to rely more heavily on alternative routes, which have significantly lower capacity.

Against this backdrop, Ukraine proposed through a third party that both sides halt attacks on civilian facilities and vessels in the Black Sea. Russia, however, rejected the idea of such a ceasefire. Ukraine’s Center for Strategic Communications said Moscow’s accusations were an attempt to shift responsibility for the consequences of its own attacks.
