Romania supports increasing the transit of Ukrainian grain through the port of Constanta to global markets. Bucharest sees the route as a way to support Ukrainian agricultural exports while increasing food supplies to the Middle East and Africa.

Romanian Foreign Minister Oana Țoiu said expanding Ukrainian grain shipments could help ease global food prices. According to her, the global grain price index is currently around 6–7% higher than in the same period last year.

Opportunities to increase transit were recently discussed at a meeting in Moldova involving Ukrainian President Volodymyr Zelenskyy, Romanian President Nicușor Dan and Moldovan President Maia Sandu. One of the key options is moving Ukrainian grain to Constanta for onward shipment through the EU Solidarity Lanes.

The Middle East and Africa are expected to remain the main destination markets for these supplies. Romania stressed that stable access to export logistics is also essential for maintaining the resilience of Ukraine’s economy.

At the same time, Bucharest believes that transiting Ukrainian grain through Romania without it accumulating on the EU market helps protect European farmers. Constanta could therefore play a greater role as a transit hub for Ukrainian agricultural exports to third-country markets.
