Pakistan sugar producers seek 1 mln ton export quota

Pakistan’s sugar industry has called on the government to increase the permitted sugar export volume to at least 1 mln tons. Producers consider the approved quota of 200 thsd tons insufficient given high stocks and expectations of stronger production in 2026/27.

According to the Pakistan Sugar Mills Association (PSMA), sugar stocks exceeded 2.6 mln tons as of August 31. Domestic consumption is estimated at around 560.1 thsd tons per month, meaning about 1.4 mln tons will be needed for the domestic market through mid-November.

PSMA expects Pakistan to enter the new crushing season with a sugar surplus of around 1.25 mln tons. At current world market prices, exports of this volume could generate $600–700 mln in foreign exchange earnings, according to the association.

The industry is also forecasting another strong sugarcane crop, while sugar production in 2026/27 could exceed 8 mln tons. Producers therefore warn that stocks could continue to build if the export quota remains limited.

PSMA is also calling for broader deregulation of the sugar sector. The association says higher exports could help ease financial pressure on sugar mills and sugarcane growers while increasing foreign exchange inflows into the country.
