Pakistan lifts import restrictions on GM soybeans and canola
The liberalization of regulations is aimed at strengthening the raw material base for the production of vegetable oils and livestock feed.
Pakistan continued to liberalize import regulations for products obtained using genetically engineered technologies, repealing a provision proposed in 2024 that would have restricted the import of genetically modified soybeans and canola until 2027. According to amendments to the Pakistan Biosafety Rules 2005, announced on May 24, the import of genetically modified soybeans and canola can now be carried out without a set permit expiration date.
The updated regulatory framework also formalizes the use of modern genome editing technologies, simplifies licensing procedures, and expands the powers of biosafety committees at universities and private research organizations.
One of the key changes was the granting of the right to international biotechnology companies to directly apply for permits for the use of specific genetically modified crop lines. Once approved, such permits will be published on the website of Pakistan’s National Environment Agency, allowing private importers to purchase approved genetically modified grains and oilseeds without the need for separate licenses.
According to the country’s authorities, the new measures will reduce administrative costs for businesses, improve the investment climate, and stimulate the development of the vegetable oil and animal feed industries.
