Morocco introduces new wheat procurement rules for subsidized flour production
The Moroccan government has approved new rules for purchasing soft wheat used in subsidized flour production, while also updating requirements for flour production, packaging, distribution, and pricing for the 2026/27 marketing year. The measures are intended to strengthen oversight of the subsidized flour supply chain while keeping retail prices unchanged.
Soft wheat purchases will be handled by Morocco’s National Office of Cereals and Legumes (ONICL) through public tenders. Grain traders, agricultural cooperatives, and their unions that meet national legal requirements will be eligible to participate. The selling price of soft wheat for flour mills has been set at MAD 258.8 per quintal, with adjustments allowed depending on grain quality.
The regulation also maintains two categories of subsidized flour — national and special. The flour extraction rate has been set at 81% for national flour and 74% for special flour. All mills will be required to package flour in 50-kg bags with clear labeling, serial numbers, and producer identification to improve product traceability.
Production costs have been set at MAD 325.4 per quintal for national subsidized flour and MAD 342.4 per quintal for special subsidized flour. At the same time, the maximum retail price for national subsidized flour remains unchanged at MAD 200 per quintal, while wholesale price limits also remain in force.
The new regulations are designed to improve transparency in Morocco’s subsidized flour support system, strengthen oversight of wheat procurement and flour distribution, and ensure a stable supply of subsidized flour to consumers at fixed prices.
