India to hold workshops for edible oil producers to ensure smooth implementation of new norms

The Ministry of Food Processing Industries of India will conduct a series of training workshops in major cities with a high concentration of edible oil processing units. The initiative aims to ensure the smooth implementation of new rules under the updated Vegetable Oil Products Production and Availability (Regulation) Order 2025 (VOPPA 2025). The first workshop is scheduled for November 15, 2025, at the Soybean Oil Processors Association (SOPA) Auditorium in Indore, Madhya Pradesh, with similar events planned in other major cities across the country.

Participants will receive practical demonstrations on registration through the National Single Window System (NSWS) and the VOPPA portal, along with detailed guidance on completing monthly returns. The workshops follow the recent amendments to VOPPA 2025, which introduce stricter requirements for transparency and monitoring in India’s edible oil industry.

Under the new rules, all producers of crude and refined vegetable oils, blended oils, vanaspati, margarine, and other vegetable oil products must register on the portal https://www.edibleoilindia.in
. Each month, by the 15th, they are required to submit returns covering production, imports, opening and closing stocks, dispatches, sales, and consumption. According to the government, this data is essential for effective supply chain monitoring, accurate statistics collection, and informed policy planning to support national food security.

The department also plans inspection visits and meetings with local units to encourage proactive compliance. Registration on the VOPPA portal is mandatory for all edible oil producers and packers.

Failure to comply — either by not registering or submitting reports late — will attract strict penalties, including fines and other action under the Essential Commodities Act, 1955 and the Collection of Statistics Act, 2008. The ministry has urged all edible oil units to register immediately and ensure timely submission of returns to avoid any legal or financial consequences.
