Foreign exchange earnings from rapeseed oil exports from Ukraine increased 2.2 times in half a year
Foreign exchange earnings from rapeseed oil exports from Ukraine in July-December last year increased by 2.2 times compared to the same period of the previous season.
This was reported by the Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevsky, referring to data from the Ukroliyaprom association.
According to Kysylevsky, the introduction of a 10% export duty on soybeans and rapeseed allowed Ukraine to increase the production of oil and meal, as well as increase exports of processed products.
As Kysylevsky noted, in July-December 2025, compared to the corresponding period of the previous season, the processing of rapeseed into oil increased by 1.8 times, the export of rapeseed oil by 1.8 times, and foreign exchange earnings by 2.2 times.
Rapeseed meal production during this period increased by 1.8 times, exports by 1.7 times, and foreign exchange earnings by 1.4 times.
Kysylevsky also reported that soybean oil production in Ukraine in September-December 2025 compared to the same period of the previous year increased by 22.4%, exports by 23.3%, and foreign exchange earnings by 1.5 times.
Soybean processing into oil and meal exceeded its exports by 3.7%.
According to estimates by the Ukroliyaprom association, in the 2025/2026, a record processing of rapeseed is forecasted at up to 1.7 million tons (over 50% of the gross harvest) and soybeans at up to 3 million tons (over 60% of the gross harvest).
Thus, this will ensure record production of rapeseed oil (720 thousand tons) and soybean oil (600 thousand tons).
“The transition of Ukrainian agriculture from a raw material export model to processing has demonstrated its effectiveness on the example of soybeans and rapeseed in the very first season of the law on 10% duty. The added value that now remains in Ukraine is measured in hundreds of millions of dollars, and additional taxes for the state budget are in billions of hryvnias,” Kysylevsky emphasized.
As reported, in the first half of the 2025/2026, Ukraine significantly increased its exports of rapeseed meal. For the period from July to December, the volume of supplies to foreign markets reached about 340 thousand tons, which is 70% more compared to the same period of the previous season.
Further development of the grain and oilseed markets of Ukraine and the Black Sea region will be in the spotlight of the BLACK SEA GRAIN. KYIV conference, taking place on April 22–23 in Kyiv. The event will focus on strategic directions for the agricultural sector through 2030, including investments, energy independence, processing, and exports of high-value products.
