EU to simplify labeling rules for chemicals and fertilizers
The Council of the European Union and the European Parliament have reached a provisional agreement to simplify the rules governing the classification, packaging and labeling of chemicals (CLP), as well as cosmetic products and fertilizers. The decision is part of the Omnibus VI package aimed at reducing regulatory burdens while maintaining a high level of consumer and environmental protection.
According to statements from the European Parliament and the Council of the EU, the parties agreed to postpone the application of the updated CLP rules until January 1, 2030, aligning them with regulations covering cosmetics and fertilizers.
The agreement introduces more flexible requirements for chemical product labels, including improved readability rules, the use of digital labeling for small packages, and simplified advertising requirements. For products sold in very small containers, part of the mandatory information may be provided in digital format.
The new framework also establishes transition periods for updating labels when the hazard classification of a substance changes, giving businesses additional time to adapt to new requirements.
In the fertilizer sector, the agreement includes technical amendments designed to simplify component registration procedures while maintaining REACH requirements for the most hazardous substances. The deal must now be formally approved by both the European Parliament and the Council of the EU and will enter into force 20 days after its publication in the Official Journal of the European Union.
