EU imposes duties on imports of Ukrainian oats due to quota exceeding
From June 19, 2024, and until June 5, 2025, Ukrainian oats will be imported to the EU within the tariff quota from the Deep and Comprehensive Free Trade Area (DCFTA), as Ukraine has exceeded the established quotas, the European Commission said in a statement.
The regulation provides for an emergency brake for several products, including oats, which is automatically triggered if imports reach the average annual imports registered between July 1, 2021 and December 31, 2023.
For oats, this average volume is 2.440.56 tons. Once this volume is reached, the Commission will re-introduce the relevant DCFTA tariff quota within 14 days.
“The quota for oats is set at 4 thousand tons. Since imports since the beginning of 2024 exceed this volume, MFN duties will be applied until the end of 2024. The DCFTA quota will be available again from January 1, 2025,” the statement said.
Ukraine exported just over 7 thousand tons of oats to third countries in 2022 and 11.1 thousand tons from July 2023 to May 2024. In addition to the EU, Ukraine exports oats to India, Iraq, Libya, Morocco, South Africa, Switzerland, Turkey, and Vietnam.
