China targets grain production of 725 mln tons by 2030

China aims to increase its grain production capacity to 725 mln tons under its 15th Five-Year Plan for 2026–2030, according to a report by the USDA’s Foreign Agricultural Service (FAS). The new strategy is designed to strengthen the country’s food security while accelerating the modernization of its agricultural sector.

The plan identifies advanced technologies as the key driver of agricultural development. China intends to expand the use of improved breeding and seed production, high-performance farm machinery, artificial intelligence, and digital farming solutions. The strategy also calls for diversifying agricultural imports and developing domestic agribusiness companies capable of competing in global markets.

A major focus is on increasing grain and oilseed production through higher productivity. The government plans to combine upgraded farmland, high-yield crop varieties and hybrids, modern machinery, and advanced farming technologies. In addition, China has launched a separate program aimed at adding another 50 mln tons of grain production capacity across 720 priority agricultural regions.

While the previous Five-Year Plan set a minimum grain production target of 650 mln tons, the new plan raises that goal to 725 mln tons. At the same time, China’s food security strategy is shifting beyond production volumes to include food quality, dietary diversity, and more resilient agricultural supply chains.

China remains the world’s largest producer and consumer of wheat and rice, the largest importer of soybeans, and the second-largest producer and consumer of corn after the United States. The implementation of the new Five-Year Plan is expected to strengthen the country’s food self-sufficiency and reinforce its position as one of the world’s leading agricultural producers.
