China plans to increase its overall grain production capacity to 725 mln tons by 2030. The target is included in the national crop farming development plan for the 15th Five-Year Plan period of 2026–2030, released by the Ministry of Agriculture and Rural Affairs.

The plan aims to maintain basic self-sufficiency in grains and ensure stable supplies of key staple foods. Particular attention will also be given to soybean, oilseed, cotton and sugar crop production in order to maintain a reasonable level of self-sufficiency.

To achieve these targets, China plans to improve the efficiency of land, water and other resource use. Measures will include wider adoption of water-saving technologies, more precise use of fertilizers and crop protection products, and a continued transition toward greener agricultural production.

Technological modernization is expected to play a key role in raising productivity. The plan calls for developing and promoting new high-yielding varieties, expanding the use of smart agricultural machinery and digital technologies. Technology already contributes more than 64% to the growth of China’s agricultural output.

China produced around 714.9 mln tons of grain in 2025, exceeding 700 mln tons for the second consecutive year. The 2030 target therefore implies a further increase in production capacity of about 10 mln tons from the 2025 level, alongside efforts to improve productivity and strengthen the country’s food security.
