Ukraine to adopt National Agriculture Development Strategy by the end of 2024

Ukraine plans to adopt the National Strategy for Agricultural Development by the end of 2024. This was announced during the webinar “How to adapt the Ukrainian agricultural sector to the EU. Overview of Progress and Plans”, First Deputy Minister of Agrarian Policy and Food of Ukraine Taras Vysotskyi said.

According to him, Ukraine is currently finalizing the text of the National Strategy for the Development of Agriculture of Ukraine and plans to hold a public discussion in March-April 2024. It is planned to be adopted by the end of the year.

The National Agricultural Development Strategy must meet all the requirements, ideas and spirit of the EU’s Common Agricultural Policy. However, each country has a certain degree of flexibility, taking into account the structure of products, climatic and geographical conditions, etc.

“The strategy will include the introduction of three areas that allow us to clearly understand the situation in the agricultural sector,” he said.

In particular, it is about adapting the State Agrarian Register to fully comply with the EU instrument. Currently, the updated draft law on the State Agrarian Register has been registered in the Parliament.

“Before that, the State Agrarian Register was one of the sections of the law on state agricultural support, now this instrument is separated and its functioning is prescribed in accordance with European practice. The draft law is expected to be adopted by the end of this year,” said Taras Vysotskyi.

The second segment is the publicity of land relations. Currently, a platform on land relations has been launched but is not yet fully operational. The system of public monitoring of land relations will be launched in the 1st quarter of 2025. However, there are certain limitations due to the war.

The third segment is the FSDM system, which is planned to be launched by the end of 2026. This model has not been implemented in Ukraine before and it requires a lot of resources. A pilot modeling project is currently underway in Poltava region. Based on this pilot, conclusions will be drawn, and this model will be implemented nationally in three years.
