Ukraine. Government to review mechanism for exempting soy and rapeseed producers from 10% export duty

On October 3, 2025, a government committee is scheduled to review a mechanism to exempt soy and rapeseed producers from the 10% export duty. If approved, the procedure could take effect as early as next week. Farmers will need to undergo verification at the Chamber of Commerce and Industry (CCI), which will issue an expert opinion for customs clearance.
The application process involves several steps: entering sowing data into the State Agrarian Register (DAR), registering a personal account on the CCI website, uploading the required documents, and submitting an electronic application. The CCI will review the information within 1–2 days, after which farmers will receive the approval. Full automation of this process is expected no earlier than mid-2026.
Deputy Minister of Economy Taras Vysotsky stated that the government has effectively approved the exemption for farmers. Producers can already request certificates from the CCI. By December 1, they must register their sowing areas and yields in the DAR, with yields not exceeding 3.5 t/ha. The confirmed volumes must also not exceed actual production.
Vysotsky noted that refunds of duties already paid will only be possible after amendments to the legislation, which are currently under parliamentary review. Starting from September 2026, full automation of the procedure is planned through integration with tax invoices, state registers, and customs declarations.
He also clarified that CCI certificates will be issued for each batch of products. Farmers may enter into forward contracts, but for customs clearance, documents must be submitted only for physically harvested crops. This measure aims to ensure transparency and alignment between declared and actual production volumes.
