Ukraine. Export security regime introduced for 14 types of agricultural products

The government has introduced an export security regime for the period of martial law. It applies to 14 types of agricultural products, the Ministry of Economy reports.

The Government adopted the relevant resolution on October 29, 2024.

“According to the Bureau of Economic Security and the State Tax Service, more than 5 million tons of agricultural products worth more than UAH 50 billion were exported in less than 8 months of this year with signs of risk of non-return of foreign exchange earnings. Therefore, in order to minimize schemes of violation of Ukrainian legislation during the export of certain types of goods, to bring a significant part of the economy out of the shadow and to increase revenues to the state budget, the Government is introducing an export guarantee regime for certain categories of agricultural products,” said Taras Kachka, Deputy Minister of Economy and Trade Representative of Ukraine.

According to him, the export guarantee regime will provide for

• export of goods exclusively by registered value added tax payers;
• setting minimum export prices for goods subject to the export security regime. The difference between the invoice and customs value of goods should not be negative;
• electronic exchange of information between the National Bank, the State Tax Service and the State Customs Service to monitor and control exporters’ compliance with legal requirements;
• peculiarities of drawing up a tax invoice and its registration in the Unified Register of Tax Invoices.

The export security regime will apply to: honey, nuts, wheat and meslin, rye, barley, oats, corn, soybeans, rapeseed, sunflower seeds, soybean oil, sunflower oil, rapeseed oil, and oilcake.

The Resolution will enter into force 30 days after the harmonization and adoption of all necessary by-laws and regulations required for the implementation of the Law of Ukraine No. 3706-IX dated 09.05.2024.
