Ukraine approves list of agricultural products subject to export and import licensing and quotas in 2026

The Government of Ukraine, by Resolution No. 1795 dated December 31, 2025, has extended the licensing regime for the export of certain agricultural products (grains and oilseeds) to Bulgaria, Romania, Slovakia, Hungary and Poland for 2026.

Annex 4 to the resolution contains a list of agricultural commodities whose exports will be subject to licensing in 2026. These include, in particular:

  • wheat and meslin (a mixture of wheat and rye) (Ukrainian Classification of Goods for Foreign Economic Activity – UCGFEA code 1001 99 00 00);

  • maize (1005 90 00 00);

  • rapeseed or colza seed, whether or not crushed, including low-erucic acid rapeseed or colza seed (1205 10 90 00 and 1205 90 00);

  • sunflower seed, whether or not crushed (1206 00 91 00 and 1206 00 99 00).

As stated in the annex, export licenses for the above products will be issued in accordance with the procedure established by the Ministry of Economy of Ukraine, following bilateral consultations with partner countries that have expressed readiness for such consultations. Licenses are to be issued within 15 days from the date the ministry receives an application for an export license.

“As an exception, an automatic export licensing regime applies to the Republic of Bulgaria for goods under UCGFEA codes 1206 00 91 00 and 1206 00 99 00. This regime applies to foreign economic activity operators and is implemented in accordance with the procedure set by the Ministry of Economy,” the document states.

In addition, Annex 5 to the resolution introduces a licensing and quota regime for sugar exports to EU countries. The export quota for sugar in 2026 is set at 100,000 tonnes.
