Weather conditions. Abnormally warm weather persisted in the Northwestern, Central, Volga federal districts and in Western Siberia. It was cold in the Southern and North Caucasian federal districts on February 11-12, but warm weather set in after February 15.

Towards the end of this period, most parts of the territory were covered with 10-25 cm of snow. The lowest soil temperature at the 3-cm depth was primarily at -3…0°C.
