Russia sets wheat export quota of 11 mln tons, barley, corn and rye exports will be banned
Russia is imposing severe restrictions on grain exports from the country to slow food inflation, which by the end of November had set a record for almost 2 years.
The government’s customs subcommittee on Friday set a grain export quota of 11 million tons for the period from February 15 to June 30, 2025, the press service of the Russian Ministry of Economic Development said. Compared to last year (29 million tons), the quota will be almost three times smaller. At the same time, only wheat and meslin will be allowed to be exported abroad. “For the export of barley, rye and corn, the quota will be 0 tons”, – specifies the Ministry of Economic Development.
According to the report, within the quota will be a floating rate of export duty (damper), out-of-quota rate – 50%, but not less than 100 euros per ton. The corresponding draft decree of the russian government will be prepared in the near future.
The official forecast of export potential for grain this season is 55-60 million tons. Last year Russia exported 72.2 million tons of grain, including 54.1 million tons of wheat.
In addition, the customs subcommittee supported the extension of the ban on rice exports from Russia for the first half of the year.
A significant reduction in the export quota is aimed at restraining prices inside the country, says Dmitry Rylko, general director of the Institute of Agrarian Market Conjuncture. From the beginning of October to November 11, fourth-class wheat with protein of 12.5% rose in price by almost 10%: according to Rusagrotrans, it was sold from the elevator for 14.8-15.2 thousand rubles per ton. According to Rosstat, on November 25, the rise in food prices reached 10.2% in annual terms and set a record since January 2023. Potatoes have risen in price by 78.4% since the beginning of the year, cabbage – by 30.7%, beets – by 27%. The rise in butter prices accelerated to 31.6%, despite the government’s attempts to organize imports from Turkey and Iran. Since the beginning of the year lamb became more expensive by 21.9%, sour cream – by 16.4%, milk – by 15.7%. Apples have increased in price by more than 15% and bread by more than 13%.
