Russia plans to introduce 10% export duty on linseed

The Russian government commission has approved a 10% export duty on linseed, according to Reuters, citing sources. The final decision rests with the Russian Cabinet of Ministers. The measure aims to support domestic processing enterprises seeking to increase linseed processing within the country.
In 2025, linseed production in Russia is projected to exceed 1.5 million tons, an 11% increase from 1.346 million tons in 2024. According to the Oil and Fat Union, exports in the 2024–2025 season reached 1.35 million tons, while domestic processing was limited to just 50,000 tons. In the 2025–2026 season, with the duty in place, Russian enterprises could process up to 600,000 tons of linseed, significantly boosting the domestic processing industry.
Previously, the Oil and Fat Union proposed a 30% export duty on linseed to Russia’s Ministry of Agriculture, similar to that on rapeseed. However, given the smaller export volumes of linseed compared to rapeseed, a 10% rate was agreed upon. Mikhail Maltsev, head of the union, noted in April that linseed is the only crop lacking sufficient support for domestic processing, which prompted the introduction of the duty.
