EU Crop Protection Rules Could Reshape Ukrainian Agriculture Profitability
The synchronization of Ukraine’s crop protection regulations with European Union standards is becoming one of the most structural changes for the agricultural sector in the coming years. The new regulatory framework adopted in January 2026 will begin to reshape the market gradually before its full implementation in 2028. UkrAgroConsult notes that the reform is not only regulatory but technological, requiring a redesign of crop protection strategies across many crops.
One of the key structural shifts will be the potential restriction of more than 100 active substances, which may represent almost half of the current crop protection portfolio used in Ukraine. Such changes will force producers to adapt agronomic schemes, increase the number of field operations and reconsider crop rotations.
Production risks may increase in the transition phase. Analytical estimates indicate that yield losses could reach about 19–23% in wheat and 11–15% in corn under unfavorable scenarios. These structural changes will influence not only yields but also product quality parameters and profitability levels.
Key insights

- More than 100 active substances may potentially disappear from the Ukrainian market
- Transition risks include yield reduction and higher operational costs
- Rapeseed and sunflower appear particularly vulnerable under stricter rules
- Long‑term benefits include better market access and traceability in EU supply chains
