China Updates Registration Rules for Foreign Food Manufacturers
The General Administration of Customs of China (GACC) has issued new registration rules for foreign companies producing imported food products, effective June 1, 2026, replacing the previous Order No. 248.
The main change introduces a risk-based approach: instead of a fixed list of product categories, registration will be conducted based on risk assessments of the country, company, and specific product. The level of risk determines the registration methods, documentation requirements, evaluation procedures, and on-site inspections.
The registration period for foreign companies remains five years, with automatic renewal for an additional five years, except in cases where the product is on a restricted list, the company is correcting compliance violations, or imports of the product are temporarily suspended. The new rules also allow applications for renewal to be submitted 3–12 months before the registration expires.
A dynamic product catalog has been introduced, allowing registration based on official recommendations from the competent authorities of the exporting country. The GACC may adjust registration requirements after a risk assessment or if food safety conditions for imported products change.
The list-based registration mechanism remains in place for countries whose food safety systems are recognized by China, allowing registration through their competent authorities.
