USAID officially ceases operations: programs are transferred to the State Department

The United States Agency for International Development (USAID) has officially ceased operations. Some key programs have been transferred to the State Department, and the process of liquidating the agency is controlled by the Office of Management and Budget. This was announced by US Secretary of State Marco Rubio.

He noted that since the beginning of the year the government has managed to save billions of dollars for taxpayers. Some key programs have already been transferred to the State Department, and the process of closing the agency is under the control of the Director of the Office of Management and Budget, Russell Vaught.

About the liquidation of USAID

In January 2025, Trump issued an executive order suspending all US foreign assistance programs for 90 days, including assistance through USAID.

In February, USAID headquarters was closed. Employees were instructed to stay home. On the same day, US Secretary of State Marco Rubio announced that he was acting director of the Agency for International Development (USAID). Before that, the Ukrainian office of USAID received an order to suspend all projects in Ukraine and their funding. The list includes not only anti-corruption programs, but also educational and energy programs.

On March 10, Rubio announced the official closure of 83% of USAID programs.

USAID stopped providing assistance on July 1. The organization became one of the first to be subject to funding cuts as part of the activities of DOGE, headed by Elon Musk.

In total, USAID invested and supported 29 different areas in 158 countries around the world. Among the key areas are economic growth and trade, agriculture, humanitarian assistance, education, energy, infrastructure development, technology and other industries.
