Ukraine rapeseed exports are frozen by the 10% duty.
In 2025/26 season, rapeseed export potential cut (19% less y/y) on a smaller crop (13% less y/y) and the duty shock.
Typical Sep RPS exports are 500–900 K mt, 3-yr avg at 730 K mt.
However, given that July–August exports exceeded 25% of export potential (compared to 23–37% in previous seasons), the current season had every chance of continuing as usual.
Crushers and exporters competition vanished, crushers marked bids down, processing margins widened. This is a crushers’ market until the exemption procedure is workable.
If Ukrainian Parliament considers amendments in October, real changes could take effect from early November.
