Ukraine to switch to electronic phytosanitary certificates for exports to the EU

Starting from November 1, 2025, Ukraine will fully transition to electronic phytosanitary certificates (ePhyto) for exports of regulated commodities to the European Union. The State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) announced that the change follows Ukraine’s integration into the international ePhyto HUB system, which enables the electronic exchange of phytosanitary certificates between participating countries.

According to Article 46 of the Law of Ukraine “On Plant Quarantine,” original phytosanitary and re-export certificates may be issued by state phytosanitary inspectors in paper form—only if required by the importing country’s phytosanitary measures—or in electronic form in all other cases, including at the applicant’s request.

The European Commission has informed that when phytosanitary certificates are transmitted through the ePhyto HUB to the EU’s TRACES NT system, Member States accept only electronic phytosanitary certificates. Therefore, providing paper copies for shipments to the European Union is no longer necessary.

Beginning November 2025, the issuance of paper phytosanitary and re-export certificates for consignments destined for EU countries will be discontinued. Exporters will instead receive the number and date of the electronic phytosanitary certificate (ePhyto), confirming compliance with phytosanitary requirements.

The SSUFSCP has urged all business operators to take these changes into account when exporting regulated commodities to the EU. Detailed information on phytosanitary requirements is available on the official website of the SSUFSCP under “Activities” → “Phytosanitary, Seed and Planting Material Control” → “Phytosanitary Requirements of Countries” → “Phytosanitary Requirements of the European Union (IPPC).”
