Ukraine promises to quickly finalize the procedure for duty-free export of rapeseed and soybeans

The mechanism allowing farmers to export domestically grown soybeans and rapeseed without paying the 10% export duty has already been approved, and procedural details are now being finalized. Minister of Economy, Environment, and Agriculture Oleksii Sobolev announced this during the government’s question hour in parliament.

“We are currently working together with the Chamber of Commerce and Industry (CCI) and the State Customs Service to finalize a detailed list of documents that farmers will need to confirm that, for example, the soybeans they intend to export are indeed their own production. We are also developing an algorithm for submitting conclusions to the CCI and customs authorities,” the minister said.

Sobolev recalled that on October 3, the Cabinet of Ministers adopted a resolution establishing the procedure for confirming the self-production of agricultural products — including soybeans and rapeseed — for export purposes. Under this resolution, producers and agricultural cooperatives exporting their own products may receive an exemption from the 10% export duty.

To qualify, exporters must provide documentary proof of product origin recognized by customs authorities, the Chamber of Commerce and Industry of Ukraine, and its regional branches.

At the same time, the minister noted that an amendment has been submitted to the draft 2026 state budget to allow for the reimbursement of export duties paid by agricultural producers in September 2025 — before the government’s decision on the exemption procedure came into force.

“If we adopt all of this, unified rules will apply retroactively from the moment the law took effect. This is a matter of the coming weeks,” Sobolev concluded.
