Ukraine extends deadline for duty-free rapeseed and soybean export applications until February 1

The Cabinet of Ministers of Ukraine has extended until February 1, 2026, the deadline for submitting applications to obtain an exemption from export duties on soybeans and rapeseed for certain categories of agricultural producers.

According to the Ministry of Economy, Environment and Agriculture, the relevant resolution was adopted by the government on January 12.

The decision provides farmers with additional time to submit applications declaring their intention to export soybeans and rapeseed, as well as to enter data on sown areas and yields into the State Agrarian Register (SAR). These data serve as the basis for applying the export duty exemption.

The ministry explained that the extension was necessary because the Procedure for Monitoring the Compliance of Export Volumes with SAR data entered into force only on December 10, 2025. As a result, some producers were unable to submit the required documents by the previous deadline of January 1, 2026.

Under the new procedure, monthly monitoring will be conducted to verify that actual exports of soybeans and rapeseed correspond to the data recorded in the SAR. In cases of discrepancies, the Ukrainian Chamber of Commerce and Industry will revoke the expert conclusion that grants eligibility for the duty exemption.

This approach ensures that export duty exemptions are granted only to exporters who have grown the products themselves, the ministry added.

“Our goal is to ensure that the benefits are used by those who actually produce agricultural goods, not by intermediaries. This helps preserve farmers’ incomes while channeling duty revenues into support programs for the agricultural sector, particularly in frontline regions,” said Taras Vysotskyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The funds collected will be allocated to a special state budget fund and directed toward supporting frontline territories, developing agricultural processing, greenhouse farming, horticulture, and insurance against war-related risks.
