Ukraine adapts its agricultural support system to EU standards

The Verkhovna Rada has passed the first reading of a European integration bill aimed at reforming the state support system for the agricultural sector. The document was developed to fulfill Ukraine’s obligations under the Association Agreement with the EU and to implement the Ukraine Facility initiative. It provides for the creation of new systems for management, monitoring, control, and collection of agricultural data, as well as the introduction of liability for violations of the conditions for providing support.
A key innovation will be the creation of a Paying Agency, an institution that will become the main mechanism for distributing financial assistance to farmers in accordance with European standards. The agency will be responsible for receiving applications, transferring funds, and controlling their use, ensuring transparency and accountability of the process. It will open access to financing from European funds even before Ukraine joins the EU.
