The Cabinet of Ministers of Ukraine has abolished the licensing regime for certain types of agricultural products from December 1, 2024. The matter concerns grains, pulses, oilseeds and edible oils. The corresponding decision was made at the government meeting on November 29, 2024.

“The government aims to reduce the number of permits and digitalize all permitting procedures for businesses. From December 1, the export security regime will come into operation, allowing for automatic tracking of exports of certain types of agro-products. To prevent double control by the state, we are abolishing export licensing for relevant agricultural goods, previously introduced for the return of foreign currency earnings. This will simplify business conditions for exporters of agricultural products,” explained Deputy Minister of Economy Taras Kachka.

According to him, the abolition of the licensing regime for agricultural products is necessary to prevent misunderstandings during customs clearance of exports.

Licensing of exports of wheat, corn, sunflower seeds and rapeseed to Bulgaria, Romania, Slovakia, Hungary and Poland remains unchanged.

Further development of the grain and oilseed markets of Ukraine and the Black Sea region will be in the spotlight of the BLACK SEA GRAIN. KYIV conference, taking place on April 22–23 in Kyiv. The event will focus on strategic directions for the agricultural sector through 2030, including investments, energy independence, processing, and exports of high-value products.
