Trump Launches Plan to Protect American Farmland from China

On July 8, 2025, the Trump administration announced the launch of the National Farm Security Action Plan, aimed at safeguarding American farmland, food resources, and research from the influence of foreign adversaries, particularly China. The plan includes a ban on the purchase of agricultural land by Chinese nationals and the termination of hazardous research projects. Agriculture Secretary Brooke Rollins, joined by key officials including Defense Secretary Pete Hegseth and Attorney General Pam Bondi, revealed the initiative, as reported by The New York Post.
Rollins emphasized that American agriculture is not only about feeding the nation but also about protecting it from foreign threats. She noted that over 265,000 acres of U.S. land, including areas near critical military bases, are owned by Chinese nationals, posing national security risks. The plan includes prohibiting land purchases by Chinese individuals and reclaiming already acquired properties. Additionally, the Agricultural Foreign Investment Disclosure Act will be reformed to increase penalties for violations to 25% of the land’s market value.
The plan also involves severing ties with researchers from “countries of concern,” such as China. Over 700 foreign nationals will be removed from contracts and research agreements with the U.S. Department of Agriculture, along with 550 associated entities. These measures follow recent incidents, including charges against two Chinese researchers for attempting to smuggle a crop-destroying fungus into the U.S. and the arrest of another Chinese citizen for smuggling biological materials.
The Trump administration is also tightening control over agricultural supply chains to reduce dependence on foreign adversaries. Trade adviser Peter Navarro highlighted that China employs non-kinetic warfare tactics, such as purchasing land near military bases or controlling food supplies, including pork through the Chinese-owned WH Group, which operates Smithfield Foods. However, a Smithfield representative clarified that the company is American, with its land holdings amounting to less than 0.01% of total U.S. farmland.
The National Farm Security Action Plan includes collaboration with DARPA to advance American technology and research, as well as reforms to the food stamp program to prevent fraud. Rollins expressed hope for bipartisan support, noting ongoing cooperation with some Democratic governors on related reforms. Combining legislative and executive actions, the plan aims to strengthen the security of American agriculture and protect against external threats.
