Russia has set the grain export quota at 10.6 mln tons. Only wheat can be exported

The Russian government has set a quota for grain exports from February 15 to June 30, 2025. The quota will be 10.6 million tons, with only wheat and meslin allowed for export.
For the export of barley, rye and corn, the quota will be zero.
“The decision was made taking into account the forecast balance of production and consumption of grain crops in the domestic market,” the government said in a statement. Quotas will not apply to grain exports for international humanitarian aid to foreign countries.
Export quota for grain was introduced as a mechanism of state regulation of exports in February 2021. From 2024, it is divided into main (90%) and additional (10%) parts. The main part is distributed according to the “historical” principle.
The size of the additional quota consists of two parts: the first includes 10% of the total volume of tariff quotas, while the second will be formed on the basis of exporters’ voluntary refusals to supply.
