Mexican farmers’ right to free fertilizer enshrined in the Constitution

The Mexican government has renewed the Fertilizers for Wellbeing program for 2025, enshrining it as a constitutional right for more than 2 million small-scale producers.
The program was officially approved on December 2, 2024, when President Claudia Sheinbaum signed a reform of Article 27 of the Constitution guaranteeing direct annual support to smallholder farmers. In 2025, the Ministry of Agriculture and Rural Development (SADER) plans to distribute 1 million tons of fertilizer on 3.3 million hectares allocated to priority crops.
The program will be implemented through a network of 963 distribution centers across the country, with a special focus on women, indigenous communities and small and medium-sized producers.
