Export duties on soybeans and rapeseed begin to apply in Ukraine today

Legislative changes regarding export duties on soybeans and rapeseed or colza seeds will come into force on September 4, 2025.

This was reported by the press service of the State Tax Service of Ukraine.

It is noted that on September 2, 2025, the law “On Amendments to the Tax Code of Ukraine and Other Legislative Acts of Ukraine in Connection with the Adoption of the Law of Ukraine “On Integrated Prevention and Control of Industrial Pollution” (No. 4536-ИХ dated July 16, 2025) was signed, which amends the law “On Export Duty Rates on Seeds of Certain Oilseed Crops”.

In particular, an export duty is being introduced on soybeans, crushed or uncrushed (commodity heading 1201 according to the Ukrainian Code of Economic and Social Affairs) and rape or colza seeds, crushed or uncrushed (commodity heading 1205 according to the Ukrainian Code of Economic and Social Affairs) in the amount of 10% of the customs value of the goods.

From January 1, 2030, the export duty rate on the above oilseeds will decrease by 1% each year to 5%.

“Agricultural producers who export their own grown agricultural products classified under codes 1201 and 1205 according to the UKT Foreign Economic Activity, as well as agricultural cooperatives that export such agricultural products grown by members of such a cooperative, are exempt from paying export (export) duty,” the department specified.

And they added that the term “agricultural producer” is used in the meaning given in the Tax Code of Ukraine.

“For the attention of declarants, the law does not provide for the application of benefits for paying export duty under the terms of international free trade agreements concluded by Ukraine with individual countries,” the department concluded.
