China launches ten-year plan to boost grain consumption
The 2024-2035 action plan jointly issued by the National Food and Strategic Reserve Administration and other government departments encourages companies and private capital to set up development funds to support the grain industry.
“By 2035, people’s awareness of cereals will improve significantly, their share in residents’ diets will increase substantially, and consumption levels will match China’s economic and social development,” various government agencies said. As part of the plan, China said it will “vigorously promote” the health benefits of consuming cereal crops and will recommend cereal products in food recommendations, especially in government offices, campuses and military camps.

The country will also encourage the breeding and planting of edible grain varieties to improve grain production and quality. In addition, it plans to establish a group of leading enterprises to process whole-grain food products.
According to the National Bureau of Statistics, China’s grain production in 2024 set a record of 706.5 million tons, up 1.6 percent from last year. It also marked the first time the country’s grain harvest exceeded 700 million tons. China’s state-owned grain reserve enterprises are expected to buy about 420 million tons of grain from farmers and producers this year. This will be the second consecutive year of grain purchases exceeding 400 million tons.
