“The war continues to affect agricultural production and livelihoods in rural Ukraine, with serious implications for food security at both the national and global levels. Norway supports UN efforts to ensure that Ukrainian farmers can continue to produce food, maintain their sources of income and contribute to the country’s recovery,” said Osmund Aukrust, Minister for International Development of Norway.

The new project will prioritize support for the most vulnerable rural families and smallholder farmers, including internally displaced persons and those who have returned to their communities whose livelihoods have been disrupted by the war. Assistance will focus on ensuring food production at the household level, as well as on creating conditions for farmers to resume income from agricultural activities related to crop and livestock production.

“The implementation of this program will allow combining operational support to affected communities with the restoration of the production potential of the agricultural sector in front-line regions. It is important that the selection mechanism of participants involves the involvement of local communities, which will ensure targeted and transparent assistance,” said Denys Bashlyk, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

Emergency assistance and early recovery measures will be provided in all three target regions and will include access to agricultural resources, cash assistance and targeted technical support adapted to local conditions. In parallel, the project component aimed at demining will be concentrated in Mykolaiv region and will contribute to the restoration of safe access to agricultural lands and support farmers in restoring production.

“By combining agricultural support with land restoration where necessary, the program directly responds to the real barriers that farmers face on the way to restoring production and securing livelihoods,” said Shakhnoza Muminova, Head of the FAO Office in Ukraine.

The program will provide more than 4,000 rural families with high-quality vegetable and potato seeds to support ongoing food production. Targeted assistance will also reach livestock households and displaced families, helping them protect and restore agricultural production and livestock. In addition, smallholder farmers registered in the State Agrarian Registry will receive individual support, including greenhouses, irrigation and water storage systems, as well as vouchers and technical assistance to strengthen agricultural production.
